This code outlines our measures for consumer protection, fair service standards, and the operation and maintenance of telecommunications infrastructure.

Specific Tools and Techniques Limited (ST&T) is an engineering and facility management company with professional knowledge and experience in the operation and maintenance of mechanical, electrical and civil infrastructure for the telecommunications industry.

This code provides guidance to operators, agents, contractors and other concerned persons on ST&T operating procedures for telecommunications facility management, supporting consistent compliance with the company's ethical standards.

Part I

Provision of Information to Consumers

ST&T provides clear, accurate and current information about its services, contracts, pricing, termination terms, warranties, maintenance, fault repairs and service subscriptions through official emails, proposals, agreements, reports, company profiles and service notices.

Service contracts

Contracts are written in plain language and define the scope, deliverables, timelines, pricing, confidentiality, termination and warranties.

Pricing information

Pricing reflects the scope, site location, equipment, duration and agreed service levels, and is disclosed in formal quotations and proposals.

Contract termination

Terms state each party's obligations, payment conditions, limitations and termination procedure. Termination requires written notice.

Warranties and maintenance

Installed equipment must meet OEM standards. Warranties exclude misuse, vandalism, negligence and unauthorised third-party tampering.

Fault repairs

Planned interruptions are communicated in advance, while critical response timelines follow the applicable Service Level Agreement.

Service subscription

Subscription is subject to technical feasibility, RFQ or RFI evaluation, commercial agreement and resource availability.

Part II

Advertising and Representation of Services

ST&T operates in a business-to-business environment. Information published on official channels must be accurate, verifiable, non-misleading and compliant with NCC requirements.

  • Packaged services: the company profile and service capabilities are available on the official website.
  • Site access: clients provide safe and timely access for preventive and corrective maintenance.
  • Safeguards: tampering, unauthorised connections and equipment modification are prohibited.
  • Business communication: procurement, operations and compliance teams communicate through official telephone and email channels.

Part III

Billing, Charging, Collection and Credit Practices

Charges apply only to authorised services completed under signed contracts.

Billing information

Invoices identify the service, invoice number, billing period, applicable taxes, purchase-order reference, due date and banking details.

Itemisation of charges

Detailed cost breakdowns are provided for project milestones and routine maintenance work to support audit and verification.

Timing of bills

Invoices are issued within 10 days of job completion, milestone sign-off or execution of a Job Completion Certificate.

Payment receipts

Formal acknowledgements and official receipts are issued after funds have been verified.

Billing frequency

Schedules may be monthly, quarterly, milestone-based or completion-based, according to the contract.

Non-payment remedies

After written notice, unsettled invoices may result in reminders, service suspension or contractual recovery action.

Prepaid services

Prepaid agreements state their validity, renewal conditions and balance-tracking arrangements without unauthorised deductions.

Part IV

Consumer Obligations

Clients and stakeholders must meet contractual obligations, maintain safe working conditions, facilitate required permissions and safeguard infrastructure assets.

Part V

Protection of Consumer Information

ST&T applies controls to data collection, physical and electronic storage, and access in accordance with Nigerian data-protection requirements. Information is retained only for legitimate operational or regulatory purposes and securely disposed of when no longer required.

Part VI

Complaints Handling and Escalation

Service and billing enquiries are received, logged, investigated and resolved through the official complaints and procurement channel.
